Did you try to rebuild the Chart and see if you can get the lines displayed? And also check the tabular data of the chart query.

Overnight I was able to get some different tests done and this is what I have found.

RESOLVED - it looks like this isn't related to security or missing capabilities, but rather only output generated in CA can allow notifications, so any upgraded output won't have the Notify Me option.

Have you tried other browsers? Our consultant indicated that Firefox works better than IE.
