Group: CAMID("::Everyone") - how it affects Security

Hello!
Question: CAMID("::Everyone")  Group -
Does EVERY user need to belong to this group ?

We have security be group -- ie, different groups for different Geography regions.
When applying elemental security, we give this Everyone group NONE...
